Gaelec Simard, mission director for Assassin's Creed: Brotherhood, was interviewed at TGS 2010 in which he further explains the renovation options for Rome and how it all works.
He also spends some time justifying the short development cycle. I would say there is no need to do that as the game looks as impressive as Assassin's Creed 2 if not better.
