In a video interview with Gamespot, Matsuyama (producer of Rising) and Kimura (director of Rising) talked about how Metal Gear Solid: Rising will have a different kind of stealth when compared to traditional Metal Gear Solid games.
They described this "different stealth" as being more active than what we normally see in Metal Gear Solid games. For example, running away from enemies and then hiding. In Rising players will "hunt" their enemies, how the "hunting stealth" works is not yet known, however. Watch the interview below to get a feel for this "active stealth".
